Debbie Crosskno, who was in charge of the Hornersville Clinic, asked to address the board regarding some recent changes. Crosskno stated that she had allowed Pemiscot Memorial Health Systems (PMHS) to buy out her rural clinic rights and would be allowing PMHS to take over duties at the Hornersville Clinic.
This act was ill received by Hornersville Mayor Richard Mara.
According to Mara, the city had leased the building to Crosskno with the intent that she would be running the clinic. Mara also stated that it was specifically said in Crosskno's lease that she could not sub-lease the property and therefore had no right to allow PMHS to take over at the Hornersville location.
Crosskno stated that by allowing PMHS to take over the location, PMHS could bring on a larger staff and possibly open the clinic five days per week, as opposed to Fridays only.
Kerry Noble, PMHS administrator, was on hand to address the board as well. Noble stated that he had not seen Crosskno's lease and therefore wasn't aware of the sub-lease clause. Noble further stated that PMHS would have no problem leasing the building from the city if the city would allow.

"As soon as we can, we would like to bring on a fulltime provider," Noble continued.
Mara, who stated that he is not against the idea of a fulltime clinic in Hornersville, said he had a problem with how things were done.
"Before [Crosskno] could go out and recruit someone for this facility, which was leased to her with the words specifically that she could not sub-lease this building out, it should have been brought before the council," said Mara.
"We want to make sure that [the city] keeps control over the property," Mara continued.
In an effort to maintain a clinic in Hornersville, Mara suggested, and the council approved, that PMHS would be able to operate under Crosskno's lease until the next city council meeting. At that time, the city and PMHS should be able to come to terms on a lease for PMHS.
In other matters, the board approved a new resolution to the USDA that would allow the currently elected mayor or mayor pro tem to sign any document the USDA needs in regards to the farming of city land. This new resolution came about after the USDA would not allow Mara to sign documents because his name was not listed as a signee.
During a tax rate hearing held prior to the regular meeting, the council approved a new tax rate of 0.7095, which is up from last year's 0.7067.














To those who misunderstood Mayor Mara's comments.
Mr. Mara did not say he didn't want a clinic in H'ville. He didn't say PMHS couldn't come to H'ville. He simply said that Ms. Crosskno should have addressed the board before signing over her rights to PMHS.Mara was just following city policy. Mara did state that he would love to have a clinic in H'ville that was open 5 days per week and it was Mara who suggested letting PMHS operate on Crosskno's lease until H'ville city council and PMHS could come to terms on a new lease.
I would suggest to the people who did not attend the meeting, but are bashing the events discussed, to go to the next council meeting. After all, it is YOUR CITY they are discussing.
I think it is wonderful that Mrs. Crosskno is trying to keep a clinic open in this town. Even if she does require help from Mr. Noble and Pemiscot Memorial Hospital. She did not sublease the building but more or less seem to enter into a partnership with Mr. Noble with no personal gain to herself.
I once again would like to state this town needs a clinic here full time for the citizens of Hornersville.

I don't think it is the Mayor's right to decide the healthcare issues of the community. Let the people decide and they do so through elections so come election time then you see what they really want some one who is more worried about a little rent money or healthcare close to home. It will be interesting to see how that one plays out.
To Peanut.....that is a good name for you. Did you not read the article? What did Mr. Noble and Pemiscot Memorial do wrong? This has much more to do with someone not following procedure...but it was not the Hospital.
Hornersville would be so lucky to get a clinic that would provide those services promised by Pemiscot Memorial.
Typical small town Mayor who has fallen in love with his "highly prestigious" position of power in cosmopolitan Hornersville.......even a little bit moreso than Gobler. When we catch up to Hornersville.....we gonna get us one of those there Mayors.

right. No one should go into any small town and
try to pull a fast one.
Debbie Crossno was wrong for going a head of the
of the city of Hornersville. She should of went to the Mayor and council and said I'm not going to lease the building after all. But Mr. Noble
of PMHS would like to lease the building. Mr. Noble know better. He know how business
is ran. And if he don't, this is a good lesson
for him and Crossno.

Kerry Noble is the first rate administrator who saved PMHS and related facilities from becoming another blood sucking "medical" corporation-for-profit business. Hornersville would be well served by PMHS. Mr. Mara, not an unreasonable man, will eventually do the right thing for his citizens' medical needs. Ego is not a bad thing, but communication skills among intelligent folks are most needed when testosterone swamps the middle ground. That seems the case here?
not much of a mayor and i so agree with sun4shine. not having to drive from Hornersville to Kennett when you dont feel well or if your child is sick.
I'm sorry, but it seems a bit petty to me to try to deny the citizens of Hornersville a clinic that would be open 5 days vs. 1 day, just because Mr. Mayor didn't care enough to come up with the idea himself.
