Highway Patrol promotes two troopers

Several promotions have been announced by Captain Lester D. Elder, director of the Missouri State Highway Patrol's Gaming Division. The promotions are effective July 1, 2008:

Corporal Freddie L. Butler Jr. is being promoted to the rank of sergeant and will be designated unit supervisor of the Lady Luck Casino in Caruthersville.

Butler was appointed to the Patrol on July 1, 1996, as a member of the 72nd Recruit Class. Upon completing training at the Patrol's Law Enforcement Academy, he was assigned to Troop E, Zone 9, Pemiscot and New Madrid counties. He was promoted to corporal and named assistant zone supervisor of Zone 9, Pemiscot and New Madrid counties in July 2001. In April 2004, Butler transferred to the Gaming Division and was assigned to Casino Aztar, where he served as assistant supervisor.

Carisa Goins
Butler was born in Little Rock, Ark, where he graduated from Wilbur D. Mills High School. He attended Southeast Missouri State University in Cape Girardeau.

Butler joined the United States Marine Corps, where he served at Camp Pendleton, California, from July 1977 to July 1981.

Prior to joining the Patrol, Butler served as a campus police officer at Southeast Missouri State University, in Cape Girardeau, Mo.

Sergeant Butler and his wife, Sandra, have two grown sons: Jason and Jonathan.

Trooper Carisa L. Goins is being promoted to the rank of corporal and will be designated assistant unit supervisor of the Lady Luck Casino in Caruthersville.

Goins was appointed to the Patrol on January 16, 2001, as a member of the 78th Recruit Class. Upon completing training at the Patrol's Law Enforcement Academy, she was assigned to Troop E, Zone 6, Scott, New Madrid, and Mississippi counties. In 2004, Goins transferred to the Gaming Division.

Goins was born in Poplar Bluff, Mo. She graduated from Campbell High School in Campbell, Mo. Goins attended Southeast Missouri State University in Cape Girardeau, Mo., where she earned a bachelor's degree in criminal justice.

Prior to joining the Patrol, Goins was a dispatcher for the Dunklin County Sheriff's Department in Kennett.

Cpl. Goins is married to Frankie Goins and she has two stepsons.
