Ahr is the daughter of the late Paul C. Jones Jr. of Kennett and Suetta Ray Jones, formerly of Senath, Mo. She is the granddaugher of the late Congressman and Mrs. Paul C. Jones of Kennett and Harry and Loma Ray of Senath.

She received her bachelor of arts, master of business administration and law degrees from the University of New Mexico at Albuquerque. She also has a masters degree in tax law from the University of Florida.
